How the Lifeline Program Works

Understanding Lifeline

The Lifeline program is a federal assistance program that helps eligible low-income households access affordable phone and internet services. Some providers also offer free tablets as part of their Lifeline service packages.

Step-by-Step Process

Step 1: Check Your Eligibility

First, determine if you qualify for Lifeline. You may qualify if:

  • Your household income is at or below 135% of the Federal Poverty Guidelines, OR
  • You participate in qualifying government assistance programs (SNAP, Medicaid, SSI, etc.)

Use our Eligibility Checker to see if you qualify, or visit our Eligibility page for detailed requirements.

Step 2: Find a Participating Provider

Locate a Lifeline provider in your area. Not all providers offer free tablets, so if that's important to you, look for providers that specifically mention tablet offerings.

Use our Tablet Program Finder to find providers in your state that offer free tablets with Lifeline service.

You can also search the official USAC website for all Lifeline providers in your area.

Step 3: Gather Required Documents

Collect all necessary documentation to prove your eligibility. You'll typically need:

  • Proof of identity (driver's license, state ID, passport)
  • Proof of address (utility bill, lease agreement)
  • Proof of eligibility (benefit award letter, tax return, etc.)
  • Social Security Number or Tribal ID

See our Required Documents page for a complete list.

Step 4: Submit Your Application

Apply directly through your chosen provider. Application methods vary but may include:

  • Online application through provider website
  • Phone application
  • In-person application at provider location
  • Mail-in application

Complete the application form and submit all required documents. Make sure all information is accurate and complete to avoid delays.

Step 5: Wait for Approval

Your application will be reviewed by the provider. This process typically takes:

  • A few business days for online applications
  • 1-2 weeks for mail-in applications
  • Varies by provider and completeness of documentation

You may receive updates via email, phone, or mail. If additional information is needed, respond promptly to avoid delays.

Step 6: Receive Your Service and Device

Once approved:

  • Your Lifeline service will be activated
  • If your provider offers free tablets, you'll receive your tablet (usually within 1-2 weeks)
  • You'll receive information about your service plan and how to use your device

Step 7: Annual Recertification

Lifeline participants must recertify their eligibility every year. You'll receive a notice when it's time to recertify. Failure to recertify may result in loss of benefits.

Important Things to Know

One Per Household

Only one Lifeline benefit is available per household, not per person. All household members share one benefit.

Provider Requirements

Each provider may have additional requirements or terms. Some may require you to use the service regularly or maintain service for a certain period.

Free Tablet Availability

Not all providers offer free tablets. Availability varies by provider, location, and program funding. Check with providers directly about tablet availability.

Combining Lifeline with ACP

If you qualify for both Lifeline and the Affordable Connectivity Program (ACP), you can receive both benefits. This can provide:

  • Up to $9.25/month from Lifeline
  • Up to $30/month from ACP (or $75/month on tribal lands)
  • Greater potential for free or discounted devices
